Cook your noodles according to instructions. Put all the ingredients for the sauce in a bowl and whisk until the sugar has completely dissolved. Stir fry the bell peppers and sugar snap peas in oil. Whisk the sauce and pour it on the vegetables. Add the noodles and toss them until they are evenly coated with the sauce. Add the scallions and mung bean sprouts and quickly toss.
